Summary

• Bump foundationforecast to >=0.1.17 (Tabby in 0.1.17, TimeH2O in 0.1.16) and refresh uv.lock (adds h2ofm 0.43.0 on Python 3.12+).
• Add timecopilot.models.foundation.Tabby and timecopilot.models.foundation.TimeH2O shims. TimeH2O is exported only on Python 3.12+, matching upstream.
• Document both in the model hub and API reference; add Tabby and TimeH2O family notebooks (ported from foundationforecast with their executed outputs) to the examples index and MkDocs nav.
• Changelog draft for v0.0.40.

Notes

• The TimeH2O notebook drops upstream's known-future covariates section: TimeCopilotForecaster.forecast does not accept X_df yet, so it links to the foundationforecast notebook for that part instead.
• Both checkpoints are non-commercial (Tabby CC BY-NC 4.0; TimeH2O gated), as noted in the model hub.
