Portable TEST1714 needs an owned native lifecycle interface and a verification view from the primary hosted bot. Add a default-off fixed-spool adapter that acknowledges only source/profile/build/process-bound supervisor results, plus an explicit read-only hosted verification source.
/refreshverificationuses the existing staff permissions, acknowledges privately, and asynchronously refreshes the hosted list with bounded transport retry and shared in-flight requests. Failures retain the last valid view with visible last-success/staleness metadata; stale data cannot authorize lookups, join approvals or role/ban timers. Desktop registration, deletion, provisional writes and verifier-driven role changes are disabled in this mode.Validation: Security source review accepted exact head dc22a30. Exact-head CI passed portable contracts on Windows/Ubuntu PHP8.3–8.5, dependency contracts and local-profile tests. Offline controls cover fixed-spool serialization/replay, native identity and save receipts, refresh permissions, stale-data rejection, concurrent refresh and timer progress during pending HTTP. A credential-free live GET separately confirmed the hosted response contract. No bot/game launch acceptance is claimed by these checks.
Native execution requires the separately reviewed supervisor consumer (Civ13/Civ13#3246), matching prepared artifacts/save intent and explicit local activation. This merge does not start services or change production configuration.
