An enabled factual review previously retained unchecked generated prose when the model failed and only logged the problem. A failed or invalid review now returns a deterministic draft from original source reports with an explicit owner approval warning, keeping transport diagnostics out of that warning. Supporter-update generation rejects failed reviews before any remote draft creation. Existing owner approval and explicitly disabled fact-check configuration remain intact. Validation: 101 offline tests / 456 assertions and formatting checks pass, including unsupported release claims, invalid review output, transport failure and supporter review failure. No live bot restart or publication; no new environment settings.
