[Feature]: Independent DNS filters for clients (ROBERT)

Problem or motivation

It's nice to have sync of configs in clients. IMO this can even be expanded for other settings of the app, but I strongly believe that users can have different use cases for distinct devices.

For example, someone may want to leave social media filter off on their smartphone (since it's usually where it's used) but keep it turned on for their PC.

Proposed solution

Since I get the value of the sync, just add a toggle in ROBERT for disabling sync on the device (default to OFF)
