Stop duplicating gateway routing/polling/A2UI copy in the plugin bootstrap, and drop the retired send_action resume path so the model is not forced to guess between conflicting instructions.

Keep Workday scope in the bootstrap, and teach tools-only hosts to use list/get skill tools with exact listed URIs when MCP resources are unavailable.
