run_seed_collection reset the mevzuat run budget before every seed item, so max_requests_per_run (25) never applied to the 41-law list. Remove the per-item reset and raise mevzuat max_requests_per_run to 60 so one seed run fits inside the budget. Tests: the budget covers the seed list, and a run stops with SOURCE_REQUEST_BUDGET_EXCEEDED once the budget is used up. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
On a live MESA main run every Constitution article chunk was lost. MESA rejects law_id "2709" at insert (422: law aliases unknown), and the alias "Anayasa" is accepted but then dead-letters in the projection worker, because MESA's canonical form (law_id "2709") fails its own re-check. No input works today, so 2709 chunks are sent without legal_identity, like any other law outside LAW_IDS. The other nine laws are unchanged. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
MESA's metadata validation rejects objects inside lists, so every chunk that carried citation objects got HTTP 422 and deliveries ended PARTIAL. Each citation is now its target id (article id, else legislation id); unresolved citations are dropped. The client trims trailing citations if metadata would exceed MESA's 16 KB limit. Update certifi, filelock and pypdf to patched releases so the pip-audit security gate passes. Keep all other locked packages unchanged.
