Update the release runbook for the hosted runner
For anyone following the documented release procedure, docs/runbooks/release-deploy.md:3-13 still identifies itself as the current candidate contract and says this workflow uses [self-hosted, vps-ovh]. After this switch, that gives operators the wrong qualification environment and contradicts the workflow designated there as the source of truth; update the runbook to describe ubuntu-latest as part of this change.

Solar v3.0.0 tag publication remained queued because the repository has zero self-hosted runners. This routes the same release job to ubuntu-latest and increments the package/tag version without runtime changes. Locally lint, typecheck and 488 tests pass; the release job will check the native receiver hashes before publishing.
