chore(deps): pin tool installs and add a uv wait period - #143

Pin the three PyPI installs that had no version: keyring and its Artifact Registry plugin in tasks.toml and mise.toml, and packaging in the python_min_version task. A Renovate regex manager updates these pins. Set exclude-newer = "5 days" in [tool.uv]. It is the same wait as minimumReleaseAge in renovate.json, and it also applies where Renovate does not reach: local uv lock runs and the lowest-direct CI job. The supply chain checklist (Supply Chain Day, Nov 6) shows two gaps in this repo. Three PyPI installs in the mise tasks have no version, so CI gets the newest release. uv also has no wait period, so local
uv lockruns and the lowest-direct CI job can take a release on the day it is published.How?
