Found while fixing #555 (PR #931), on a blank 11.14.0 app.

create association M.Thing_User from M.Thing to System.User; writes the association, and then exec reports an error:

failed to reconcile access rules of module System: … 00000000-0000-0000-0000-000000000002.mxunit: no such file or directory

The access-rule reconciliation runs for the TO module (System). System has no stored unit, because its domain model is synthesized from modelsdk/meta/system_module.go. Per the association pointer semantics in CLAUDE.md, member access only belongs on the FROM entity, so a System TO end should need no reconcile at all.

Expected: the association is created with no error, and nothing is attempted against the System module's units.

Verify: exec on a fresh app, then mx check reports 0 errors, and the exit code is 0.
