- add `cd` command with shell env var detection and hint - add `init` command to emit shell wrapper function - move config loading to PersistentPreRunE on root cmd - remove per-command LoadOrDefaultConfig calls - add cd tests (happy path, missing workspace, no shell env) - update ROADMAP with base_branch design note and verbosity levels
