Context: the green protected-main run warned that checkout v4 and setup-node v4 target deprecated Node 20. Changes: pin official checkout v7.0.1 and setup-node/setup-python v7.0.0 release commits, then enforce those references in the CI verifier. Impact: project runtimes remain Python 3.11 and Node 22 while action implementations use Node 24 and become immutable. Tests: YAML parse; docs hygiene 9/9; CI discovery verifier 25/25.

Context: both push and PR runs passed after the action-runtime update. Changes: record the two run IDs, zero annotations across six jobs, and the confirmed EXP-047 verdict.
