ci(release): make the Rust build the primary release - #624
Make the Rust CLI the primary release and publish the JavaScript CLI under a separate name.
Release archives: Rust is now adc_<version>_<os>_<arch> and JavaScript is adc_js_<version>_<os>_<arch>. The install script (https://run.api7.ai/adc/install) downloads the plain name, so it now installs the Rust build without any change.
Docker images: api7/adc:<version> and dev (Docker Hub and GHCR) are built from the Rust Dockerfile on distroless/cc-debian13:nonroot. The JavaScript image is published as <version>-js and dev-js from Dockerfile.js.
Linux glibc floor: the Linux binaries are built in an almalinux:8 container, and a step fails the release when the binary requires a glibc symbol newer than 2.28. A new smoke job runs the built binary in Debian 11/12 and Ubuntu 22.04/24.04 containers on amd64 and arm64.
Version check: the Linux job fails a tagged release when the tag does not match the version in rust/Cargo.toml.
Docs: add .github/workflows/README.md and libs/tools/README.md, and update the install section of the root README.
Known gap, not changed here: on Linux arm64 the install script builds linux_aarch64 because only x86_64 is mapped, so the download 404s.
Verified in CI on 2b89987: the almalinux:8 Linux builds succeed on amd64 and arm64, and the glibc check reports a highest required symbol version of GLIBC_2.28 on both. All 8 smoke combinations (Debian 11/12 and Ubuntu 22.04/24.04 on amd64 and arm64) run adc --version and adc --help successfully. The Rust and JavaScript Docker images build for linux/amd64 and linux/arm64 with push disabled, so publishing to the registries is not exercised until a push to main or a tag. The Windows and macOS builds succeed. The apisix (3.16.0) e2e job failed once because GitHub timed out while downloading actions, unrelated to this change.

I have updated the documentation to reflect this change
I have verified that this change is backward compatible
Not backward compatible by design: the plain asset names and the api7/adc:<version> and dev image tags now point to the Rust build, and JavaScript users must switch to adc_js_* archives and -js image tags.
Summary by CodeRabbit
New Features
Separate Rust and JavaScript Docker images are available for Linux AMD64 and ARM64, with distinct image tags.
Release downloads now provide clearly differentiated Rust and JavaScript CLI archives.
Bug Fixes
Linux release binaries are checked for compatibility with glibc 2.28 and tested across supported Linux distributions.
Release tags are checked against the Rust CLI version.
Documentation
Installation guidance now explains the Rust and JavaScript options, Docker images, and Linux requirements, with build instructions for both CLIs.
Publish the Rust CLI under the plain adc names and move the JavaScript CLI to an adc_js prefix.
- Release archives: Rust is adc_<version>_<os>_<arch>, JavaScript is adc_js_<version>_<os>_<arch>. The install script keeps working because it already downloads the plain name.
- Docker images: api7/adc:<version> and dev are built from the Rust Dockerfile, the JavaScript image is published as <version>-js and dev-js from Dockerfile.js.
- Linux binaries are built in an AlmaLinux 8 container and a step fails the release if they require a glibc symbol newer than 2.28. A smoke job runs them in Debian and Ubuntu containers on both architectures.
- The Linux job fails when the tag does not match the version in rust/Cargo.toml.
- Add docs for the release workflows and the Docker and install assets.

Walkthrough
The PR separates Rust and JavaScript Docker images and updates release artifact names. The Linux Rust release workflow adds version and glibc checks, then smoke-tests binaries across Debian and Ubuntu environments. The README files document artifact names, platform constraints, and Docker image details.

Build and publish separate CLI images .dockerignore, .github/workflows/docker.yaml, .github/workflows/README.md, libs/tools/src/docker/Dockerfile, libs/tools/src/docker/Dockerfile.js, libs/tools/README.md
The Rust Dockerfile builds the Rust CLI for a Distroless Debian runtime. The JavaScript Dockerfile builds and runs the JavaScript CLI in a Node runtime. The Docker workflow builds and publishes the JavaScript image for linux/amd64 and linux/arm64, and .dockerignore excludes rust/target.
Name and document release artifacts .github/workflows/release.yaml, .github/workflows/README.md, README.md, libs/tools/README.md
Release jobs use adc_js_ for JavaScript archives and adc_ for Rust archives. The documentation describes release triggers, artifact names, Rust build instructions, and install-script details.
Check Linux compatibility and smoke-test binaries .github/workflows/release.yaml, .github/workflows/README.md
The Linux Rust build runs in AlmaLinux 8 and fails if the binary requires glibc symbols newer than 2.28. The workflow checks the tag version against the Cargo workspace version. Smoke tests run the Linux binaries with --version and --help in Debian 11, Debian 12, Ubuntu 22.04, and Ubuntu 24.04.
The Rust and JavaScript images use separate tags, and the reviewed release packaging has no newly introduced merge-blocking issue.

Full details: E2e Test Quality Review
Explanation
Blocking: the PR still adds only adc-linux-smoke for the Rust Linux archive. It untars a wildcard archive and checks only command exit status; --help output is discarded and the expected version, archive contents, and exact release asset are not asserted (.github/workflows/release.yaml:202-226). The Rust Windows/macOS jobs and all JavaScript archive jobs have no release-artifact E2E checks. The Docker workflow builds both images but does not run either image. Existing E2E workflows test source builds, not these release archives or images, and no release check performs a representative CLI operation against a real service or covers invalid-input and failure cases.
Resolution
Add release validation jobs that depend on each corresponding archive and Docker build. For every released platform and architecture, validate the exact asset name and archive contents, run the extracted binary, and assert the expected version and help output. Run both Rust and JavaScript Docker images for amd64 and arm64 and assert their CLI output. Add at least one representative CLI operation against the existing real-service or fixture-backed E2E setup, plus invalid-input and backend-failure cases. Make all validation jobs fail the release when they fail.

distinguish it from the default Rust binaries and images.

Disable the automatic latest tag for the JS image so it cannot overwrite the Rust one, and split the README development section into Rust and JavaScript builds.
