…or_resume real-JD and export tools - web_search: ddgs only enters the chain and the preview when installed; an empty provider chain logs "no search provider configured"; web_search_preview reports available=false - tailor_resume can now search_jobs, draft_job_posting, import_jd, create_resume_record and export_resume_pdf, so the built-in Agent can take a real JD to a formal resume and PDF (tiers unchanged: undoable writes) - regenerate Skill projections from the registry - tests: tests/test_web_search_availability.py

内置 Agent 岗位 → 简历 → PDF 工具缺口
web_search在未配置 Bocha/Tavily/Serper 且未安装 ddgs 时兜底链为空、静默返回[]，web_search_preview仍把 ddgs 列为已配置。现在只在已安装时列出 ddgs，空链记录告警，preview 返回available: false，避免把「没搜」当成「没有岗位」。tailor_resume白名单补齐search_jobs/draft_job_posting/import_jd/create_resume_record/export_resume_pdf；仍按 operation_tiers 归为可撤销写入，未改确认策略。Skill 投影已按 Registry 重新生成。已知阻断（非代码）
draft_job_posting导入。验证

Local backend tests: no new failures vs main (the 8 failing on main are 7 Windows-only test_boss_sync WinError 193 and the change-capture FK test fixed by #166).
