Backports the final merged version of paradigmxyz#27201 (9582336) onto the previously pinned base-v2.5.2.3 commit, 76a8261. Preserves the maintainer's documentation updates and upstream regression tests; excludes unrelated encoding and nonce-bound hooks from newer upstream main.
The boolean PoolTransaction::is_replacement_underpriced hook and default standard/blob price-bump behavior are unchanged. Used by base/base#5027.
Validated with cargo test --locked -p reth-transaction-pool (249 unit tests, 15 integration tests, 3 doctests passed), all-target/all-feature nightly Clippy with -D warnings, and nightly formatting checks.
