What changed in this PR
Fixes the Paperless-ngx image build after v3.4.1 removed the upstream ImageMagick policy file, preserving Debian Trixie’s ImageMagick 7 policy instead.
Changes:
- Removes the obsolete policy-copy instruction.
- Adds regression checks that the distro policy exists, is root-owned, and loads successfully.
