ci: automate releases - #650
Merged

Conversation
Adds two workflows to help improve and automate the release process. Currently the last bits of this process are manual and in the light of security vulnerabilities they could be error prone. Plus, pushing directly to main was never desirable. * release-bump.yml: opens a pull request bumping the gem version (automatically when main updates wasmtime, or manually for main or a release-<major> branch) * release-tag.yml, which tags the merged version and calls release.yml.

I like the change! Can we also update the CONTRIBUTING.md file with the new workflow?

I have tested this in fork, but the final test will be when updating to Wasmtime v49
