Summary

Before: release-drafter picks the next version from major/minor/patch labels. Dependabot adds labels with exactly those names to its own PRs whenever they exist in the repository (e.g. minor on cpp-linter-action#501/#502, patch on clang-tools-docker#158), so dependency updates bump the project version unless someone removes the label by hand.

After: the shared release-drafter config resolves the next version from the conventional PR title, which commit-check already enforces in every repo:

  • type!: (breaking) → major
  • feat: → minor
  • anything else (fix:, chore:, build:, docs:, ...) → patch, including all Dependabot PRs

semver:major / semver:minor / semver:patch labels remain as a manual override. They are deliberately not named major/minor/patch, so Dependabot never applies them.

How: only the version-resolver categories in .github/release-drafter.yml change. This replaces the earlier version of this PR (an extra job that removed the labels after Dependabot added them), following @2bndy5's review. Checked against release-drafter v7.7.0's own config parser and matcher: feat: x → minor, feat(api)!: y / fix!: y → major, fix: / chore(deps): / build: → fallback patch, a Dependabot PR still carrying an old minor label → patch.

Follow-up after merge: rename the existing major/minor/patch labels to semver:* in the repos that use this config (cpp-linter, cpp-linter-action, cpp-linter-hooks, clang-tools-pip, clang-tools-docker). Renaming keeps them on past PRs, and Dependabot stops adding them.

Summary by CodeRabbit

  • Chores
    • Release versioning now recognizes semver:major, semver:minor, and semver:patch labels. Major and minor versions can also be determined from conventional breaking-change and feature titles, respectively.
    • Changes without a matching major or minor signal continue to default to a patch version.

The shared PR labeler now adds `chore` and `major`/`minor`/`patch`
(from dependabot/fetch-metadata) to Dependabot PRs, creating a label
first if the repository lacks it. The release-drafter "Dependency
updates" category moves before "Maintenance" and is exclusive, so these
PRs are not listed twice.

Walkthrough

Release Drafter now selects major and minor increments from semver-prefixed labels or conventional PR titles. Patch increments use the semver:patch label. The fallback patch resolver remains unchanged.

The new title-based rules mean a semver:patch or semver:minor label cannot lower a version bump that the PR title already implies. The labels only work as manual overrides in the upward direction. This affects release draft versioning only and can be fixed by editing the draft, so it is mergeable with that limitation noted or addressed.

Dependabot itself adds major/minor/patch when the repository has those
labels, and release-drafter then bumps the next version by that much.
Remove those labels (and chore) from Dependabot PRs in the shared PR
labeler, and keep the release-drafter config as it is on main.

Why this approach

Goal: Dependabot PRs should carry only two labels: dependencies and the ecosystem label (github_actions, python:uv, ...). release-drafter uses major/minor/patch to compute the next version and chore to pick a changelog section, so a dependency update should not carry any of them.

Where the labels come from: Dependabot adds major/minor/patch by itself whenever labels with those names exist in the repository. For example, it added minor to cpp-linter-action#501/#502 and patch to clang-tools-docker#158.

Why not configure Dependabot instead:

  • A custom labels: list in dependabot.yml does not help. Per the Dependabot docs, SemVer labels are still applied on top of custom labels.
  • labels: [] stops them, but it also removes dependencies and the ecosystem label.

What this PR does: one job in the shared pr-labeler.yml, which runs only for PRs opened by dependabot[bot], removes major, minor, patch and chore if they are present. It also runs on synchronize, so labels re-added on a rebase are removed again. Because the workflow is shared, one change covers every repo that uses release-drafter: cpp-linter, cpp-linter-action, cpp-linter-hooks, clang-tools-pip, clang-tools-wheel and clang-tools-docker.

Trade-offs:

  • The labels exist for a few seconds before the job removes them, so the PR timeline shows an add/remove entry. release-drafter only reads labels when it drafts a release, so this does not affect it.
  • The alternative is to rename the repo labels (for example to semver:minor) and update the release-drafter config to match, so Dependabot never adds them at all. That is cleaner, but it means relabelling 6 repos and using the new names when bumping versions by hand. It can be revisited if the label noise becomes annoying.

Replace the Dependabot unlabel job with version resolution from the PR
title: `type!:` bumps major, `feat:` bumps minor, anything else patch.
Manual overrides use `semver:major`/`semver:minor`/`semver:patch`
labels, which Dependabot does not recognize, so once the old
`major`/`minor`/`patch` labels are renamed Dependabot stops adding them.

List the semver:* label resolvers first and make them exclusive, so a
labeled PR skips the title rules and its label can also lower the bump
(e.g. a feat: PR labeled semver:patch).
