refactor(CNF): unify model-count transport and guarded counting APIs #1190
Description
Address the nonblocking API and credit suggestions from #1147's outside review without changing its approved head. Base: stack tip #1180.
Scope: support-injective model-count transport shared by global relabeling and compaction; guarded counts defined through SharpSAT with positive-count decision bridges; original-result credit; one iff for indexed filtered multiplicity, core last-element reuse, and all affected clients. Preserve existing meanings and test collisions outside/inside the occurring support, empty inputs and repeated entries.
Worker t3-96187517-polish owns this task on feat/parsimony-counting-polish. Delegated counting scope will be owned by count_api under this parent; parent owns list APIs, validation and integration. Completion requires full checks, abstract impact assessment, a reviewable follow-up PR and independent coordinator review. This does not block merging the already approved #1147/#1174.
