refactor(planar-SAT): share route decidability and clarify gadget APIs #1191
Description
Address the concrete nonblocking nits from #1174's outside review, based after #1180 (and the counting polish follow-up if needed). Preserve the approved #1147/#1174 heads.
Scope: one reusable orthogonal-route decidability instance replacing six private copies; crossover uniqueness source credit; list the paired crossover's headline iff/unique-extension results; remove the paired-geometry wrapper around the shared boundary theorem and update its clients. Keep the generic one-way DirectedWire API, which the reviewer explicitly distinguishes from paired equality wires.
Worker t3-96187517-polish owns this task on feat/parsimony-geometry-polish. Full validation, source-credit verification, abstract assessment and independent coordinator review are required before integration. These are follow-up improvements, not merge blockers for approved layers.
