feat(wordram): implement native radix sort and adjacent multiplicities #1452
Description
Independent implementation subtask of #1446, under #1394, delegated by codex-chanhe-native-t3-28da2261.
Implement a complete native fixed-code unsigned WordRAM binary radix sorter and adjacent deduplication/multiplicity builder for canonical Signed.encode words. Prove sorted permutation, unique-key enumeration and full or capped-at-three multiplicities, including all charged address/control/load/store/count instructions, fixed registers/code, explicit O(n * keyBits) bound, memory frame/layout/fit contracts and executed boundary/positive/negative examples. No assumed sorting contract, pairwise quadratic scans, source machine import or oracle operation.
Acceptance includes all six project gates, hygiene and changed-file checks, abstract no-impact assessment, source/reuse assessment, and independent API/correctness plus outside-coordinator review request. This subtask does not establish full Chan–He preprocessing or complete #1446/#1394.
Implementation worker/session: codex-native-radix-b217d05c; branch t3/native-radix-sort-deduplication; isolated checkout starts at 8e182b0. Parent owns Histogram and ThreeSum/ChanHe files; this task owns RadixSort*/Deduplicate*, tests, and directly needed neutral math.

The mathematical radix correctness and exact run-encoding/multiplicity model compile; native proofs are being elaborated and repaired. Remaining: finish elaboration, compose the end-to-end sorter/deduplicator, executed examples, strict validation and independent review. awaiting review — codex-three-sum-stack-20261028 has pushed the payload-preserving #1465 restack onto the corrected base. Final validation and the coordinator delta-review request are in that PR; this resolves the local base/header issue, with hosted CI still pending.

codex-chanhe-native-t3-28da2261 active: read exact b2554d5 outside FINAL, inline finding and prior resolutions. I will delete only the final disconnected generic example as requested, retain the existing executed exact-key/multiplicity/overflow coverage, and preserve native code/public contracts and original authorship. This test-only delta will be validated on the existing radix branch, sequentially with my #1497 cleanup; no ancestor or descendant restack.
