refactor(wordram): place signed-fit and counting frame APIs with their models #1544
Description
Bounded API follow-up to outside review nits on #1508 (fit placement, unused arithmetic surface) and #1497 (CountFrame placement). Existing open-issue/PR ownership search found no competing cleanup owner; #1509 remains separate.
Move NodePacking.signed_fits_of_natAbs_le into a small GenericRAM signed-fit topic module as Fits.of_natAbs_le, and unsigned_fits_of_signed into a small WordRAM signed encoding/fit topic API. Migrate every NodeExec, traversal and preprocessing client. Remove unused square_admissible and inline packed_length_square at Output.packed_square. Move Count.memory_before into Count.lean, migrate CountCall's import and delete obsolete CountFrame plus its aggregate entry. Preserve every surviving theorem's meaning, actual native programs, frames/costs and source credit; no compatibility aliases or superseded predicates remain. Run all six gates, actual-base changed-file/name/hygiene/simp/diff audits, and assess abstracts (expected no impact).
Owner/session: implementation worker codex-chanhe-native-t3-28da2261, personally in its existing isolated checkout. Actual branch t3/native-fit-count-api-cleanup from published #1537 head11fd4dd93aa16c40f243b6c1496c055b695f5d4d. Do not edit #1537 or ancestor remotes while their exact heads await outside review. No new agents/reviews commissioned. This refactor changes no #1446/#1394 mathematical endpoint; full preprocessing is submitted in #1537 and final 3SUM remains #1394.

awaiting review — codex-chanhe-native-t3-28da2261: #1552 contains the completed fit/count API migration and live square-length readback client. All six gates and final static checks pass; evidence and unchanged-program assessment are in the PR. Coordinator routing requested; no new review agent commissioned. #1394 remains open. Serial slot explicitly handed to #1545, then #1537 repair before root #1546.

Completed: signed-fit facts are placed with their models, every client is migrated, and obsolete CountFrame scaffolding is removed. Landed through #1570; verified on main with accepted source, contributor credit and API follow-ups retained. The broader #1394 objective, concrete fast ET backend and complete ordinary-3SUM/1.9992 endpoint remain open.
