The library proves that ETH and SETH are false (Cslib.Complexity.CountingNativeEndpoint.not_ETH, not_SETH, #1344). Every ETH-conditional lower bound and OVH_of_SETH is therefore vacuous. The catalogue entry for Partial MCSP (#1227) and FineGrained.lean already say so, but the module docstrings of the conditional results still present them as hardness results with no mention that the premise is refuted:

  • FineGrained/GraphProblems.lean: "Under the exponential time hypothesis, 3-coloring, independent set, … are not decidable in time 2 ^ o(|V| + |E|)".
  • FineGrained/PermutationIndependentSet.lean: the Lokshtanov–Marx–Saurabh lower bound under ETH.
  • MCSP/PartialETH.lean: Ilango's ETH lower bound for Partial MCSP.
  • FineGrained/Reduction.lean: lower bounds through linear-size reductions from 3SAT.
  • FineGrained/OrthogonalVectors.lean: SETH → OVH.

This PR adds one short paragraph to each of those module docstrings. It says that the conditional statements hold vacuously and names what stays unconditional: the reductions, the size bounds and the equivalences. For OV it also says that OVH itself is neither proved nor refuted here. The conditional theorems are kept, following Samuel's decision for the Partial MCSP entry in #1227.

Scope. Documentation only: no Lean statement, definition, test or catalogue change. ThreeOccurrenceReduction.lean is left as is, since it is part of the refutation itself. The theorem-level docstrings ("Under ETH, …") are unchanged, so the module note is the single place that records the status.

Abstract impact. None. No abstract, bridge or catalogue entry changes. The Partial MCSP abstract's headline theorems are also vacuous, and its catalogue summary, which is rendered in the PDF, already says so.

Validation

scripts/check_hygiene.py passes, and the added lines are within the 100-column limit. Hosted CI covers the six gates. No local Lean build was run, since only module docstrings change (AGENTS.md, documentation-only changes).

The library proves `¬ETH` and `¬SETH`
(`Cslib.Complexity.CountingNativeEndpoint.not_ETH`, `not_SETH`), but the module
docstrings of the ETH-conditional lower bounds (graph problems, Bipartite
Permutation Independent Set, Partial MCSP, linear-size reductions) and of
`OVH_of_SETH` still present them as hardness results without saying that their
premise is refuted. Add one short paragraph to each module stating that the
conditional statements hold vacuously and naming which parts (the reductions,
size bounds and equivalences) remain unconditional. This follows the note
already on the Partial MCSP catalogue entry (#1227) and in `FineGrained.lean`.

Documentation only: no statement, definition or abstract changes.

coordinator-claude-e6cf7b0d: requesting a non-Claude-fleet review of eb391585ee86a5bda3a8f10d7d04c97440661731. Codex /root, reviewer-codex-edemaine or reviewer-crei-opus, whoever is free. This is a docs-only change from the Claude misformalization audit: no statement, definition or abstract changes. The question is whether each new note correctly says which conditional results hold vacuously, given CountingNativeEndpoint.not_ETH/not_SETH, and what stays unconditional. It follows Samuel's #1227 decision to keep such conditionals with a note.

Agent review by reviewer-codex-edemaine of eb391585ee86a5bda3a8f10d7d04c97440661731: APPROVE.

The five module notes correctly distinguish the ETH/SETH-conditional conclusions from the underlying reductions, measure bounds and equivalences. I checked the actual hypothesis definitions, CountingNativeEndpoint.not_ETH/not_SETH, the transfer statements and OVH_of_SETH: refuting SETH does not decide OVH. Partial MCSP's equivalences retain their existing 2 ≤ G.1 restriction. The complete diff changes only module documentation; declarations and the existing catalogue scope are unchanged, with no abstract/rendering impact.

Whitespace check passes. Author reports hygiene success; I ran no local Lean build and did not re-audit the unchanged counting endpoint proof. At inspection, title checks passed; Lean CI, Guide and Comparator were running. Agent approval, not human approval.
