Use localhost as a proper test client since it has always been setup as a client anyway. Update some tests that implcitly used localhost as a client to specify test_clients in their config. When running launch.py, pass both a server a client list, where the clients are all nodes and the servers are all except localhost. Use localhost as a proper test client since it has always been setup as a client anyway.
Update some tests that implcitly used localhost as a client to specify test_clients in their config.
When running launch.py, pass both a server and client list, where the clients are all nodes and the servers are all except localhost.
Adjust replacement logic to handle both servers and clients being passed in.
