Generate a stable snapshot of proxyable public types from the comparison packages and ASP.NET Core, preserving generic constraints and reflection type shapes while filtering unsupported or compiler-invisible APIs. Add 7,166 factory calls, synchronize compile/runtime package references, and regenerate the snapshot in acceptance CI.
Keep Static.csproj discoverable as a root solution item, while building it through the acceptance solution after packaging: including the package-consuming project in the package-producing build creates a bootstrap/cache-order cycle.
This PR contains only the acceptance group. Compiler compatibility is provided by merged #254; dependency probing is fixed independently in #255.
Validation: reference generation produced 7,166 calls; 262 tests pass on the rebased branch, and the generated Static acceptance test is discovered and passes.
