addDuration() added through setMilliseconds(), in local time, so in the hour that repeats when clocks go back, even adding 0 moved dates an hour back. releaseUnusedAssets() then released assets an hour late, and its tests failed on CI tonight, which runs in Europe/Zurich. Moves TZ from the CI jobs to vitest.config.js, so local runs cross daylight saving time too.
