Description
Clearing out CircleCI warnings

Replaces the deprecated circleci/* and old Python images with cimg/*, uses npm ci --ignore-scripts, and adds store_test_results (jasmine and ESLint JUnit) to all three jobs. Stacked on #200.

Replace deprecated circleci/buildpack-deps with cimg/base, update the
build image to cimg/python:3.12, and use npm ci --ignore-scripts.

Pin js_tests to cimg/base:2026.10-26.04 and add store_test_results
for jasmine (JUnit XML) and ESLint results.
