System.IO.Tests.File_Move_Tests.File_Move_From_Unwatched_To_Watchedshould be disabled now because @jozkee has disabled all tests on Windows for the class that defines it:runtime/src/libraries/System.IO.FileSystem.Watcher/tests/FileSystemWatcher.File.Move.cs

I've merged it yesterday 35b94da, most likely this change was not reflected yet in given PR.
