Replaces the inline publish job with
drumandbytes/reusable-actions/.github/workflows/docker-publish.yml@v1, the same workflow github-actions-runner-exporter, pve-metrics-exporter and momentarr use. Action pins now live in reusable-actions only.v*tags), the platform (linux/amd64; the Talos nodes are all amd64) and the tags ({{version}}andlatest).publish.ymlonly runs on tags, so the first real run is the next release.
