dev: devfromextras. Nodevextra exists insetup.cfg, so the-devtox envs (Ubuntu dev job and macOS job) failed at env creation before running any tests.py312-test; it now runspy311-test. Dropped the 3.9 job and added 3.13 and 3.14 jobs.py{310,311,312,313,314}.python_requires >=3.10(3.9 is EOL and current astropy/numpy/scipy no longer support it). Floors:astropy>=6.1(first with numpy 2 support),numpy>=1.23,numba>=0.60.astropy>=7.2; python_version >= '3.11': astropy 6.1.x to 7.1.x fail to import with numpy 2.5 (np.in1dremoved), so this keeps pip from resolving that combination.The floors are not tested at their minimum versions, and
