feat: publish scheduled camera health status

Summary

Adds a scheduled health checker for all traffic cameras without changing the camera proxy.

Flow

• reads all 797 camera IDs from data-camera.json
• calls https://camera-proxy.eplus.dev/camera?id=... with Origin: https://eplus.dev
• checks with concurrency 12 and a 6s timeout
• requires 2 consecutive failed checks before marking a camera offline
• publishes camera-status.json to the dedicated public status branch
• runs every 15 minutes and supports manual dispatch

Validation

Two full runs were completed successfully:

• first run: 752 online / 0 offline / 45 unknown
• second run: 776 online / 21 offline / 0 unknown
• full fleet check completed in about 57–61 seconds
