The Catalog HTTPS Binding pointed at common/common.binding.https.md, which does not exist. It was the only cross-file relative link in specifications/; every other internal reference is a same-document anchor. Adds an explicit id to the Authorization heading in Common Requirements, matching the neighbouring headings, and points the link at it. Signed-off-by: Simon Stier <simon.stier@isc.fraunhofer.de>

What this PR changes/adds
Fixes the broken link to the Authorization section in the Catalog HTTPS Binding. It targeted
../common/common.binding.https.md#2-authorization, which is not inspecifications/common/andappears to have been removed in the transition to respec, so the contents of the
Authorizationheader were unreachable from the Catalog binding.
specifications/common/common.protocol.md: adds an explicit{#authorization}id to the## Authorizationheading, matching# Common Requirements {#requirements}and## Exposure of Versions {#exposure-of-dataspace-protocol-versions}around it.specifications/catalog/catalog.binding.https.md: points the link at that anchor. It was also the only cross-file relative link in
specifications/; every other internal referenceis a same-document anchor.
