Backports #22390 to 9.4 to address the flaky TestApprovedMetrics reported in #21608, keeping approval checks focused on agent-sent metrics.

Changes:

• Excludes server-aggregated metrics using the presence of metricset.interval.
• Removes a stray trailing backtick from the metric intake fixture.
