The hierarchy panel opens beside its button - #69

The hierarchy button moved under the chat button, at the bottom right, but its panel still opened at the top left of the editor -- the other side of the screen from what opened it. It now opens just left of the button, bottom-aligned with it, growing upward as far as the room above allows, and follows the button when the stack or the window changes (`panelPlacement`). Follow-up to #68. The hierarchy button moved under the chat button at the bottom right, but its panel still opened at the top left of the editor, on the other side of the screen from what opened it.
The panel now opens just left of its button, bottom-aligned with it, and grows upward as far as the room above the button allows (
panelPlacement). It follows the button when the stack changes (on every model change) and when the window is resized. The CSS default sits in the same place, for the moment before it is measured. The list scrolls inside the panel (min-height: 0).Tests: the placement for a typical window, and a minimum height in a short one. All workspaces pass, with neutrality 5/5 and typecheck 5/5.
