Add configurable HAL/arXiv submission bundles #20

Closed

Description

@prudhomm

Add article-cli bundle for LaTeX and Typst source ZIPs with shared include/exclude configuration, CLI overrides, dry-run selection, hashed manifests, and clean compilation verification. Use injectable compiler backends: TeX recorder/BibTeX data for LaTeX, native JSON dependencies for Typst (including imports, figures, data, bibliography, local fonts, and vendored packages). Exclude Git internals, build debris, and private paperwork by default.

Preserve paper version provenance in the archive: local gitinfo2 snapshots for LaTeX and portable JSON snapshots for Typst, integrated with version/compile/release workflows. Prepare the local 2.1.0 version bump; no implementation commit or push.
