Pins new scaffolds to auth server v0.19.3, admin dashboard v0.10.1 and seamless-templates v0.20.2 (commit 2464009,
check:templates-pinpasses). Together they carry the OAuth state binding (fells-code/seamless-auth-api#463): API 0.19.2+ requires it, dashboard 0.10.1 and the starters on client 0.7.1 send it. Templates v0.20.2 needs cliMin 0.24.0 at most.Checks:
check:templates-pinok,tsc --noEmitok, vitest 1413 passed / 4 skipped, build ok. Scaffold smoke runs in CI.
