Description

Raise the runtime requirement to mcap>=1.6.0 and move the dev pins to mcap 1.6.0, mcap-protobuf-support 0.6.0, mcap-ros1-support 0.9.0, and mcap-ros2-support 0.6.0. The client only calls iter_decoded_messages with log_time_order, so the deprecated time-bound arguments are not used here.

mcap-protobuf-support 0.6.0 requires protobuf>=4.25, which conflicts with the protobuf==4.24.2 dev pin carried over from the Pipfile, so relax that pin to protobuf>=4.25,<5. protobuf 4.25 has no Python 3.7 wheels, and Python 3.7 has been end-of-life since June 2023, so raise requires-python to >=3.8, which is the version CI tests on.

Release v0.22.0.

This release includes:
- Support for episode custom properties (#176)
- Raised minimum `mcap` to 1.6.0 and dropped Python 3.7 support
(`requires-python >= 3.8`) (#172)

Bumped to a minor version because of the Python 3.7 drop and new episode
API surface.
