Prepare API 3.2.10 and improve image upgrade failure diagnostics

Updates actions/setup-node to 7.1.0 and prepares getBible API image release 3.2.10. Synchronizes VERSION, .env.example, compose.yaml, and Dockerfile.

The Docker acceptance check now detects a failed preparation service promptly and preserves both preparation and image-update diagnostics. It continues to require image application from the current boot and rejects historical state; a prerequisite failure cannot count as the deliberately rejected candidate.

Validation on commit 2b03c176a77cc1564bb01b65dd8f52998e63928f:

• CI passed: Python 3.12, 3.13, and 3.14 unit/CLI/integration tests, plus production service tests on Ubuntu 24.04 and 26.04.
• Upgrade acceptance passed on both amd64 and arm64, including failed-candidate recovery, offline deployment, container recreation, and reporting history migration.
• Dashboard build/browser checks, dependency security, and release review passed.
• Local release/version and Docker publication tests: 36 passed. Dashboard unit tests: 46 passed. Acceptance waiter regressions, Bash syntax, ShellCheck, and whitespace checks passed.
• The local full Python suite has one environment-only process identity error because this runner's PID namespace does not match its /proc mount; all three full Python suites passed in GitHub CI.

Merging starts the existing Docker release pipeline for version 3.2.10; publication remains gated on main's image validation and acceptance.
