pkg_resources is not available by default in Python 3.12

Because setuptools does not pre-installed in Python 3.12, pkg_resources is not there by default. But it is imported in precalculated_text_measurer.py, which caused error when I run my python scripts with pybadges.

@saberxt I'm not sure if this project is being actively maintained, but if not, this should do the trick.

Bump. Setuptools will remove support for pkg_resources in a few months. This will break any environment that accidentally upgrades to Setuptools>=81.
