Fix #267

Tested on Debian 13 against system's ICU (with renaming) and against ICU rebuilt without renaming:

$ ./configure --prefix=/tmp/icu --disable-renaming
$ make install

$ PKG_CONFIG_LIBDIR=/tmp/icu/lib/pkgconfig cargo build -p rust_icu_sys
