fix(app): default engine state to 'on' — stuck Starting… fix

The engine-state signal defaulted to "booting", but the extension pushes the "on" message before the popover's listener is attached — so the amicode MCP row was permanently stuck at "Starting…" with a locked switch.

Fix: default to "on". The popover can only render when the engine is already serving the app, so the initial state is always on. The "booting" and "off" states arrive via push only during transitions the listener will catch.
