What

  • pr.yaml: add Merge gate job (alls-green) needing every other job; permissions: {} at top level; concurrency keyed on PR number; add ci and revert to allowed PR title types (the ci: title of this PR would otherwise fail validation); pin hopr-workflows/actions/setup-node-js to its commit SHA.
  • merge.yaml, checks-zizmor.yaml: top-level permissions reduced to contents: read (callers keep their job-level grants).
  • release.yaml: top-level permissions: {} (all jobs already declare their own).

Why

  • hoprnet/hopr-devops#372 (merge gate), hoprnet/hopr-devops#357 (permissions), hoprnet/hopr-devops#358 (SHA pinning), hoprnet/hopr-devops#363 (concurrency).
  • Relates to DEV-256

How verified

  • zizmor .github/workflows: no findings.
  • actionlint: only the unknown depot-ubuntu-24.04 runner label warnings (pre-existing, custom runner).
  • CI results below.

Not applied

  • hoprnet/hopr-devops#356: no ${{ }} of event data inside run: blocks (already via env:).
  • hoprnet/hopr-devops#362: no enable_*/lint/audit reusable inputs; the repo has no code-vs-docs split in pr.yaml.
  • hoprnet/hopr-devops#359: no environment: added (changes OIDC sub).

Follow-up (settings, not done here)

  • Make Merge gate the required check in the branch ruleset and drop the individual required checks.
  • hoprnet/hopr-devops#359: configure GitHub Environments for the Docker/release jobs and update GCP WIF sub conditions together.

Explain Change →

Walkthrough

The workflows remove or restrict workflow-level token permissions while retaining stated job-level permissions. The pull request workflow changes its concurrency group, accepts ci and revert title types, pins the Node.js setup action to a commit, and adds an always-running merge gate for dependent jobs.

Merge Risk: Low · up to dfda3

Fork contributions using read-only tokens will receive a failing merge gate because labeling requires write access. Adjust fork labeling or its gate dependency before requiring this check for merges.

Explanation

The title "ci: add merge gate and harden workflows" matches the main change. The PR adds a Merge gate job to pr.yaml and reduces workflow permissions across several workflow files. It also adds the ci and revert PR title types and pins an action to a commit SHA.

Full details: Description check

Explanation

The description lists the changes per file, including the Merge gate job, top-level permissions changes, concurrency keying, the ci and revert title types, and SHA pinning. It also gives the reasons, verification steps, and deferred items. It matches the changeset.

Full details: Docstring Coverage

Explanation

No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 0 files. Fix the label job before the gate requires it.

For fork PRs, the read-only GITHUB_TOKEN rejects the labeler and gh pr edit write requests, so label fails. merge-gate lists label in needs and reports any non-success, so every fork PR gets a failing gate. Skip those steps for fork PRs, or keep label out of needs.

Review comment at @.github/workflows/pr.yaml at line 142:
Update the label job or merge-gate dependency so fork pull requests do not fail
the gate when labeler and gh pr edit lack write access; preserve labeling for
pull requests where those operations are permitted.
