Release 0.4.0 - #68

The stable release of the 0.4.0-rc.1 line. No library code has changed since that candidate; one documentation correction landed and nothing else. 0.4.0 is also where @idfkit/idfkit rejoins the line. It has sat at 0.3.0 while the scoped packages moved ahead, which is the situation the shared install name exists to prevent, and the four FR-044 preconditions verify. It closes a defect nobody had reported yet: @idfkit/geometry was published as a prerelease and npm made that version latest anyway, because the first publish of a package takes the tag whatever --tag says. Its core peer is exact, so `npm install @idfkit/geometry @idfkit/core` resolved a prerelease against @idfkit/core@0.3.0 and conflicted. Moving latest to 0.4.0 everywhere is what fixes it.
