End TGA run length packets with the row - #57

TGA 2.0 requires packets not to span rows, and some readers reject such files: Pillow fails with "buffer overrun" on e.g. a solid 20x10 image. The worst case output size grows accordingly (a packet header per 128 pixels of a row). The TGA encoder wrote run length packets that span rows. TGA 2.0 forbids this, and some readers reject such files: Pillow fails with "buffer overrun", for example on a solid 20x10 image.
