Adds a new herdr-outside-container feature: installs the herdr CLI as a client-only wrapper that controls a Herdr server on the host through a bind-mounted socket directory, so multiple dev containers can share one server. The existing herdr feature is unchanged.

See src/herdr-outside-container/README.md for setup, permissions, limitations and security notes.

Copilot AI changed the title [WIP] Extend Herdr Dev Container Feature for host communication feat(herdr): add opt-in host control API connectivity Oct 14, 2026

- Move Herdr docs to NOTES.md so release doc generation keeps them; trim README.
- Switch client wrapper from a subcommand allowlist to a denylist of local
  server/TUI commands.
- Stop spoofing Copilot process identity in tests; assert agent_not_ready and
validate delivery via pane run/wait-output instead.
- Replace fixed sleeps with explicit waits and verify the server fixture starts.
- Fix permission test that required su as non-root vscode user.

… server

Move host-socket client mode out of the herdr feature into a dedicated
herdr-outside-container feature. herdr is restored to match main.
