Summary

keep Vector as the only dev OTLP gateway
remove the redundant Jaeger deployment from clusters/dev
expose structured traces in Vector output while keeping logs in Loki
pin the dev-owned GitOps sources to release v1.4.1

Validation

application contract tests pass
Vector 0.60 validates the generated config with warnings denied
dev and smoke Kustomize, strict kubeconform, and OPA checks pass
