Summary

• remove decorative, stale, and commented-out configuration noise
• retain concise comments that explain ordering, patching, security, or bootstrap behavior
• keep every rendered Kubernetes resource and active OPA rule unchanged
• add a focused release-classifier regression for the existing no-release scope
