The C/C++ CI workflow fails on every job at the "Set up Python" step:
actions/setup-python can no longer install Python 3.7 on the current
ubuntu-latest runners, so nothing gets built or tested.

This updates the workflow to:

  • python-version: '3.x' (Python is only used to install meson and ninja
    for the DPDK build),
  • actions/checkout@v4 and actions/setup-python@v5, the current major
versions (v2 runs on a deprecated Node.js runtime).

No other change; the build matrix and steps are the same.
