This is a cosmetic change, part of a family-wide README header/footer pass across the five Major Context repos (Moat, Keep, Gatekeeper, Bailey, Harness).

What changed: the README's title line is replaced with the shared ANSI Shadow wordmark, a tightened one-sentence tagline, and a badge row in the shared order (CI, Go Reference, Release, License). The existing Early Release callout is kept and moved under the badge row with normalized wording. A shared footer is appended linking the sibling repos and restating the MIT license; the redundant standalone "## License" section is removed since its content now lives in the footer. No other section of the README changes.

The Bailey link in the footer resolves once majorcontext/bailey goes public, which is why this PR is held until then. Please do not merge it yet.

READMEs across the Major Context repos (Moat, Keep, Gatekeeper,
Bailey, Harness) currently look inconsistent: different title
styles, no shared badge order, no cross-links between the sibling
projects.

Add a shared header (ANSI Shadow wordmark, tightened tagline, and a
CI / Go Reference / Release / License badge row) and a shared footer
that links the sibling repos and restates the MIT license. The
existing Early Release callout is kept, moved under the badge row,
and its wording is normalized to match the other repos. The tiny
standalone "## License" section is folded into the new footer line.
No other section of the README changes.

Verified with a link-check script that every relative link in
README.md resolves to a file in the repo and every
github.com/majorcontext/* link targets one of the five family repos;
17/17 links pass. No markdownlint or README lint step exists in this
repo's CI or Makefile, so none was run.

Small README-only change. It looks good overall, with one issue.

  • Reviewed the diff
  • Checked that the badge targets exist: ci.yml and LICENSE are both present

Issue: the new tagline at README.md:10 and the original intro paragraph at line 19 say almost the same thing. Both start "Policy engine for AI agent tool calls…". The PR description says the tagline was tightened, so the old paragraph is probably meant to go. I left an inline comment on it.

Notes:

  • The Bailey footer link 404s until majorcontext/bailey goes public. The PR body already says to hold the merge for that reason.
  • The ## License section is removed. Any anchor links to #license elsewhere would break. I didn't check for them.
