Summary

• Add the capability bundles, TeamServer operation adapters, adaptive skills, artifact transfer workflow, and updated assistant report presentation.
• Preserve complete command output through C2Core fb9c818 and the TeamServer job output API.
• Fix release staging validation for the new HostContext module and command specification.

Validation

• Prior branch CI passed compilation, CTest, client tests, and packaging tests; its staging check exposed the missing HostContext inventory entry.
• Local packaging tests: 13 passed.
• Local validate_release_bundle target: passed after the inventory fix.
• Final branch CI passed, including CTest, client and packaging tests, release staging, and integration runtime staging.
• Locally imported the published Windows x86/x64/arm64 and Linux 0.19.0 release assets using the pinned manifest; the full base and implant validators passed.
• Full branch release workflow validates the tagged asset inputs and complete package before the TeamServer tag is created.

Release sequencing

packaging/release_inputs.json pins both implant 0.19.0 tags, their merge commits, and the SHA-256 of all four published assets. Once the full branch release workflow succeeds, this PR can be merged and TeamServer tagged 0.19.0.
