Why

Roadmap validation on main has been red since e5b8865 (#166, 2026-10-28 21:21Z):

FAIL roadmap/spikes/mcp-context-efficient-exposure.yaml
  - $.spec.epic: mctlhq/mctl-agents#597 is bound by EpicDefinition enterprise-mcp work item tool-exposure-benchmark

#166 added the context-efficiency phase to roadmap/epics/enterprise-mcp.yaml with a work item bound to mctl-agents#597. That issue already belongs to the spike, which was re-scoped to the mcp-gateway epic on 2026-10-27 (1bdb958, lifecycle: parked, review by 2027-01-31) and declares no spec.epic. The validator rejects the double binding.

What

Reverts the merge of #166 (31 lines, one file). The spike keeps the issue; if the context-efficiency phase comes back it needs its own issue, or the spike must declare spec.epic.

Reverts e5b8865 (merge of #166). The spike
roadmap/spikes/mcp-context-efficient-exposure.yaml was re-scoped to the
mcp-gateway epic on 2026-10-27 (1bdb958, lifecycle parked) and still
carries mctl-agents#597. Since #166 landed, Roadmap validation on main
fails with "$.spec.epic: mctlhq/mctl-agents#597 is bound by
EpicDefinition enterprise-mcp work item tool-exposure-benchmark". The
spike keeps the issue; the epic phase comes back, if at all, under a
different issue.

No P1/P2 findings (0 P3). Clean revert of the context-efficiency phase and its two work items; no dangling references to the removed phase or work item ids remain. Good to merge.
